SCOTLAND'S councils are facing a bill of up to pound(s)100 million over budget for road repairs and increased maintenance work caused by this winter's severe weather.

The funding shortfall has prompted urgent talks between Cosla, the umbrella organisation representing Scotland's 32 local authorities, and Government ministers amid warnings that other council services are already suffering as money is diverted to roads departments.
