ONE of Scotland's most senior civil servants has been suspended while allegations of misconduct are investigated, dealing a further blow to the Scottish Executive's much vaunted public sector efficiency drive.

The multi-million pound e-HR Transformation Project, designed to computerise personnel services across all executive departments, was already in deep trouble - behind time, over budget, and subject to a review which could see it scrapped. Now the project manager, Susan Beevers, head of human resources, has been suspended while allegations of misconduct are investigated by another senior civil servant.
