REGULATIONS requiring motorists to keep a paper counterpart to their driving licence will be scrapped by 2015 as part of a government crackdown on red tape.

The Department for Transport (DfT) said drivers would only require a photocard licence in a move it said would save pound(s)8 million a year for motorists.
