THE BBC lives to fight another day - or 10 years, to be exact.

The Green Paper published by the government yesterday, now out for consultation, proposes renewing the royal charter, which safeguards the BBC's independence and extending the licence fee until 2016. Both decisions are welcome. It is good for democracy to have a truly independent public service broadcaster holding the government to account. The BBC needs to be on a secure financial footing to do that job effectively. The licence fee is probably the best guarantee of stable funding. But it is a two-way contract. The BBC must live up to its obligation to deliver its side of the bargain. It must be accountable to the public that pays its way. The Hutton report highlighted the flaws in its management model.
