Apublic consultation to examine spillage contingency plans for the proposed shipto-ship transfer of crude oil in the Firth of Forth was announced yesterday.

Sunderland-based Melbourne Marine Services (MMS) is proposing to pump around 7.8 million tonnes of Russian crude oil between tankers fourmiles off the Fife coast every year.
