ROYAL Bank of Scotland yesterday kept mum over speculation it was either resurrecting its historic brand Williams & Glyn or selling the name to Sandy Chen, analyst at Panmure Gordon, who reportedly wants to use the brand to start a new UK bank with Sir Peter Burt, the former chief executive and governor of Bank of Scotland.
