TONY Blair's hopes of breaking the deadlock over the European Union budget by offering to cut GBP800m a year off Britain's annual GBP2.7bn rebate were dealt a crushing blow last night when France rejected the proposal, saying it did not serve the common good.

Jose Manuel Barroso, the European Commission president, also branded Britain's proposals "unacceptable" and unfair to new Eastern European members.
