TONY Blair has warned Charles Clarke, the home secretary, of the dangers of "a sense of fatalism" creeping in over yobbery and antisocial behaviour, a leaked document has revealed.

The prime minister told Mr Clarke it was vital that the government addressed low-level disorder and misbehaviour, which he said was seen by the public as "a real issue", minutes of the meeting show.
