THE prophecy has turned out to be self-fulfilling. When the National Crime Recording Standard (NCRS) was introduced in April last year, police chiefs warned crime figures would show a marked increase. So it has proved. Figures for last year, published by the Scottish Executive yesterday, show recorded crime to be at its highest level yet. In general terms, two crimes are committed every minute in Scotland.
Cathy Jamieson, the justice minister, and Scotland's chief constables maintained this did not mean crime levels were rising or that this country was a more dangerous place to live in. Certainly, some of the increase can be explained by the impact of the NCRS.See the full content of this document
