IT IS good that methods of local government funding are being thoroughly debated, whether accompanied by gestures (polite or otherwise) or, one hopes, more dispassionately by Sir Peter Burt's committee. After the disastrous poll tax and council tax experiences, we want to get it (nearly) right this time.

Many people would accept the principle that the tax should be more closely related to ability to pay.
