THE appointment of someone of assistant chief constable rank as the "independent" Scottish police watchdog has obviously ruffled some feathers among some of the country's chief constables, with a chief constable having previously normally held the position.

The new incumbent may be ideally suited to the post, but can the days when the arrival of a respected Her Majesty's Inspector heralded a flurry of activity to ensure proper procedures were in place be recaptured?
