ALEX Salmond has written to Labour, Conservative and Liberal Democrat leaders at Westminster to intensify his call for Scotland's annual budget not to be cut, as the Scottish councils chief warned a further funding reduction would be catastrophic for local services.

Ahead of the forthcoming Budget, the First Minister in letters to Alistair Darling, the Chancellor, David Cameron, the Conservative leader, and Vincent Cable, the Liberal Democrat Treasury spokesman, stressed how there was a consensus at Holyrood for the Scottish Government's spending programme and urged commitment to those plans.
