THE Competition Commission has given the green light to the proposed takeover of Ottakar's book chain by HMV group (Waterstone's). To many the arcane minutiae of competition policy and how it is decided probably sends them to sleep but let us boil the issue down to its essentials.

This new chain will control something of the order of 85-per cent of the "deep range" bookshops - ie, bookshops that carry a full range and depth of stock in Scotland. This is deemed to represent "no lessening of competition". If this were a state-controlled company then those in the City who currently stand to earn fat commissions from this deal and thus applaud it would be raging against anti-competitive monopoly.
