TRANSPORT officers and motoring groups yesterday called for urgent action to rebuild Scotland's crumbling road network after it emerged a north-south building and maintenance spending gulf grew by 20% since devolution.

According to government figures, obtained by The Herald, for every pound now spent on one kilometre of Scottish road, 59p more is spent in England.
