THE Tories will next week intensify their moves to have all 72 Scottish MPs banned from voting on English-only matters ahead of the crunch Commons vote on Tony Blair's flagship bill to introduce university top-up fees south of the border.

James Gray, the Conservative MP for North Wiltshire and a shadow environment and transport minister, will lead a 90-minute debate at Westminster, when he will not only call for the Scottish MPs' voting ban, but also demand an end to the "absolute scandal and disgrace" of Scots such as John Reid and Alistair Darling holding English portfolios.
