THE former head of the civil service in Scotland told the Fraser inquiry yesterday that when his staff passed the Holyrood project on to the new parliament it was in control and within its declared budget.
The claim by Sir Muir Russell was greeted with scepticism by both Lord Fraser and his QC, John Campbell, both of whom subjected him to tough questioning about the difference between cost consultants' estimates of (pounds) 89 million for the building and the official price given by Donald Dewar, the late first minister, to parliament of (pounds) 68m.See the full content of this document
