UNDOUBTEDLY, the shortage of surgical consultants in the NHS must have a major impact on the numbers of operations being performed in our hospitals. This, however, is only part of the problem. Were the Scottish Executive somehow to conjure up vast numbers of surgeons, anaesthetists, scrub nurses and recovery-room staff by magic overnight then the problem would still be there.

Day and daily throughout Scotland, patients arrive for their operations at the appointed time and are sent home because of the shortage of beds.
