'Every Silent Call Is Treated As a Potential Emergency' ; Story of the Week

"Emergency, which service please?" asks Kevin. There is no response; just the sound of heavy breathing. Kevin speaks again, calmly: "If you can hearme, tap the screen on your handset now."

There is no answer, just more heavy breathing.

Is this just another accidental call, or could this be someone who is too petrified to speak, for fear of alerting their attacker?
