THE SNP is to step up pressure on Labour for reform of council finance with what the Nationalists believe is the most detailed and fully-costed plan yet for a local income tax.

Replacing the council tax with one based on income is already a source of tension within the Scottish Executive, because it is opposed by Labour, but it is a strong policy plank of their Liberal Democrat coalition partners.
