THE Bank of England held UK base rates at 4.75-per cent yesterday, and the Institute of Directors claimed it was a "surprise" there was no rise.

This assertion by the IoD was curious, given all of 50 economists polled last week by news agency Reuters predicted the monetary policy committee would stand pat.
