Increases in the national minimum wage rate have had a much bigger impact on small firms in Scotland than in other areas of the UK, according to a survey for the Federation of Small Businesses.

With differences in the cost of living, unemployment, and pay levels leading to big variations in the local impact of changes to the uniform nat-ional wage rate, the survey's authors conclude ministers should consider setting rates on a regional basis.
