RIVAL parties which support local income tax have given the Scottish Socialists' plans for a public service tax short shrift, but even they sat up and took notice yesterday at figures showing that voters are overwhelmingly supportive of reform of the current council tax.
Coupled with strong smoke signals from Downing Street that reform of the council tax is now on Tony Blair's agenda, it points increasingly to the current system of raising local government finance being ripe for reform, even if an agreed Scottish Executive review of the issue remains some months away from being set up.See the full content of this document
