Summary
Is it time to consider changing the way the Scottish Parliament is elected? Before devolution became a political reality in 1999, there was an aspiration for the new body to reflect its electors better than is the case at Westminster. The electoral system devised was not only more proportional but was also designed to allow for more smaller parties and aspired to something approaching a gender balance.
