Summary
Opposition is mounting to the possible introduction of third party rights of appeal against planning decisions in Scotland. There is strong criticism from developers and property advisers even before the Scottish Executive issues its planned consultation paper on the issue later this year, following intense lobbying by environmentalists and other groups.
A new planning bill is expected in the next parliamentary session to improve efficiency and speed up the present system and strengthen involvement of local communities.
