SCOTTISH MPs will be barred from voting on English laws if eitherTory leadership hopeful becomes prime minister, it emerged yesterday.

David Davis, shadow home secretary, pledged Englandonly votes in the House of Commons, but ruled out a separate English parliament. Later, David Cameron, shadow education secretary, confirmed that he would also uphold current Tory party policy to ban Scottish, Welsh and Northern Irish MPs from voting on English laws Campaigners for an English parliament claim allowing Scottish MPs to vote on matters only affecting England - dubbed the West Lothian question - is unfair.
