Edinburgh councillors are to decide the future of the trams project tomorrow, but there are good reasons to defer the decision if their information is no better than ours.
Many of the costs incurred to date were for underground infrastructure (pipework, cabling); many would have been necessary, or at least desirable, over the next few years irrespective of the trams project; and many, possibly most, of the budget and schedule overruns have been caused by the latter.
