WHEN Tory MPs dashed Kenneth Clarke's hopes of ever becoming Tory leader last night, they launched the party on uncharted waters.

Mr Clarke, a chancellor, home secretary and health secretary in the Thatcher and Major governments, was the only candidate in the field of four with any cabinet experience, far less experience in two of the great offices of state.
