Why does Britain still dance to the tabloid and Tory tune on crime? They were at it again in Bournemouth yesterday. Shadow home secretary David Davis was intoning the old "prison works" mantra. The Conservatives, he promised, would abandon the early-release scheme and build 20,000 more cell places in five years. His opposite number, David Blunkett, also seems more eager these days to be seen to be tough on crime, than tough on its causes. Witness his knee- jerk response to the revelation that a convicted rapist had been able to buy a (winning) lottery ticket, while out on a pre-release scheme.

At this moment 1300 more prison places are being created in England and Wales and 200 more in Scotland. How long can this upward spiral be allowed to continue? We already incarcerate more people than in practically every European country. What is the ideal model? How about America, "the land of the free", where 3.2% of the population (nearly seven million people) are under the control of the prison system?
