ONCE again the Glasgow Housing Association prepares to go cap in hand to the Scottish Executive for yet another multi-million-pound bail-out (May 10). Once again those of us from the former anti- stock-transfer camp can claim we told you so.

Plausible people, telling lesser mortals that two and two actually add up to eight, rather than four, have become a regular feature of modern political life and the GHA, if it is nothing else, is a very modern public institution. A vehicle to "deliver" modern public services, in this context a vehicle that will empower communities to take control of their housing needs. Problem is, the GHA is now admitting its inability to deliver on its raison d'etre: community empowerment.
