PANICKED moves to head off a Commons defeat on the Finance Bill, the government's annual Budget, were being put in place in Westminster last night amid fears that Labour rebels could derail the government over Gordon Brown's decision to scrap the 10p bottom rate of income tax.

Labour whips anxiously cancelled all foreign trips by ministers and MPs to make sure that there were enough government votes to defeat an amendment tabled by Frank Field MP demanding full compensation for all 3.5 million people who lost out when the 10p in the pound rate was abolished last year.
